Recommendation That it be recommended to the Board:
1. That Application No. DP18B18 (2103 Ida Avenue) be approved; and
2. That the General Manager of Land Use Services be authorized to permit minor revisions to the permit in accordance with the intent of the development permit guidelines of Official Community Plan Bylaw No. 3510.

Recommendation That it be recommended to the Board:
1. That the referrals to (Agricultural Land Commission, BC Transit, Cowichan Tribes, Island Health, Ministry of Agriculture, Ministry of Environment, Ministry of Transportation and Infrastructure) be accepted; 
2. That amendment bylaws for Application No. 01-F-15RS (018-871-020; 017-776-741;
014-178-788; 000-204-706) be forwarded to the Board for consideration of 1st and 2nd Readings; 

3. That covenant(s) be drafted prior to public hearing to secure the areas to be dedicated to the CVRD; and   
4. That a public hearing be scheduled with Directors from Electoral Areas E, F and G as delegates.

Recommendation That it be recommended to the Board that a five year renewable park permit be approved for the Cowichan Bay Estuary Centre for the installation and management of heron viewing camera, pole and supportive infrastructure in Wessex Ravine Community Park in Electoral Area D - Cowichan Bay.

Recommendation That staff report to the Electoral Area Services Committee on the feasibility of including a full Sahtlam Fire Hall condition and cost assessment with options for renovation and replacement as a supplemental request for the 2019 budget and inclusion in the Division/Department Work Plan.

Recommendation That it be recommended to the Board that development permit application processing procedures be adjusted to prioritize development permit applications that, in descending order of priority:
1. Result in regional and community-scale economic benefits;
2. Support bylaw enforcement actions; and
3. Result in site specific development benefits.
