Recommendation
That the minutes of the Electoral Area Services Committee meeting of May 1, 2024, be adopted.
The Public Input Period is to offer the public an opportunity to comment on an agenda item before the Committee considers the item. The Public Input Period Procedure Policy allows for an allotment of 15 minutes, where the speaker is welcome to comment on any item(s) on the agenda up to a maximum of 3 minutes. This excludes items that are or have been the subject of a Public Hearing. The speaker should comment in a polite, calm, and courteous manner using respectful language, civility, and decorum.

Grant-in-Aid Request, Electoral Area I – Youbou/Meade Creek Re: Cowichan Green Community
Recommendation
That it be recommended to the Board that a Grant-in-Aid, Electoral Area I – Youbou/Meade Creek, in the amount of $3,000 be provided to the Cowichan Green Community to support the work the Green Community does for the vulnerable people in the Cowichan region.
Grant-in-Aid Request, Electoral Area I – Youbou/Meade Creek Re: Cowichan Valley Primary Care Society
Recommendation
That it be recommended to the Board that a Grant-in-Aid, Electoral Area I – Youbou/Meade Creek, in the amount of $1,000 be provided to the Cowichan Valley Primary Care Society to support the start-up costs of the Cowichan Valley Primary Care Society.
Report from the Development Services Division Re: Application No. DVP23B03 (1578 Strathcona Heights Road/PID: 029-473-039)
Recommendation
That it be recommended to the Board that Application No. DVP23B03 (1578 Strathcona Heights Road/PID: 029-473-039), be referred back to staff, and that the applicant be directed to reduce the floor area of the proposed small suite to a maximum of 95 m2 and eliminate the proposed height variance prior to further consideration.
Report from the Development Services Division Re: Application No. RZ23A01 (2522/2528 Mill Bay Road/PID: 032-165-315 and 032-165-307)
Recommendation
That it be recommended to the Board:
1. That an Official Community Plan Amendment Bylaw for Application No. RZ23A01 (2522/2528 Mill Bay Road/PID: 032-165-315 and 032-165-307), be prepared and forwarded to the Board for consideration of 1st reading.
2. That a Zoning Bylaw Amendment Bylaw for Application No. RZ23A01 (2522/2528 Mill Bay Road/PID: 032-165-315 and 032-165-307), be prepared and forwarded to the Board for consideration of 1st reading.
3. That prior to consideration of 2nd reading of the amendment bylaws for Application No. RZ23A01 (2522/2528 Mill Bay Road/PID: 032-165-315 and 032-165-307), the following be completed:
a. Submission of a stormwater management plan providing an analysis of the pre-development and post-development natural hydrological conditions including peak flows and recommendations on low impact development features and design of on-site drainage works;
b. Submission of an erosion and sediment control plan for proposed development of onsite stormwater drainage.
4. That prior to adoption of the amendment bylaws a Section 219 covenant be registered on the property to ensure installation and maintenance of on-site drainage infrastructure and erosion and sediment control measures.
5. That prior to adoption of amendment bylaws a Section 219 covenant be registered to secure park community amenity contributions.
6. That a public hearing be scheduled for Application No. RZ23A01 (2522/2528 Mill Bay Road/ PID: 032-165-315 and 032-165-307).

Recommendation
That it be recommended to the Board that the Town of Lake Cowichan be advised that the Cowichan Valley Regional District’s interests are unaffected by the Town of Lake Cowichan’s rezoning application for PIDs: 006-130-453 and 001-378-635.
Report from the Recycling & Waste Management Division Re: Three-Stream Curbside Collection Additional Trucking Requirements
Recommendation
That it be recommended to the Board that the 2024 budget for function 515 – Curbside Garbage & Recycling be amended by:
1. Increasing MFA Funding – Short Term by $397,000; and
2. Increasing Capital Expense by $397,000.
Report from the Community Planning Division Re: Bylaw No. 4571 – Electoral Areas A – Mill Bay/Malahat and C – Cobble Hill Detached Suites and Miscellaneous Amendments (Referred from the May 8, 2024, Board Meeting)
Recommendation
That it be recommended to the Board:
1. That draft of "CVRD Bylaw No. 4571 – South Cowichan Zoning Amendment Bylaw (Detached Suites & Miscellaneous Amendments), 2024" – Attachment A to the staff report, be amended by deleting headings h. and i. in their entirety and relabeling the subsequent headings accordingly, and then be forwarded to the Board for consideration;
2. That Amendment Bylaw No. 4571 be referred to the Ministry of Transportation and Infrastructure as much of it lies within 800 m of a Controlled Access Highway; and
3. That a public hearing not be held and that notice be provided in accordance with CVRD Bylaw No. 4483 – Development Application Procedures Bylaw, 2023.
The Question Period is an opportunity to offer the public to ask a question regarding the business of CVRD. The Question Period allows for an allotment of 15 minutes and is comprised of two parts. The first is reserved for questions directly related to agenda items. If there is time remaining, questions may be on a matter of public interest related to and in the CVRD jurisdiction. Each questioner is permitted to ask one question, plus one follow-up question related to the answer. The Question must truly be a question, and not a statement of opinion, or speech. Questioners must avoid personal references, insinuations, violent, offensive, or disrespectful remarks about another person; and unparliamentary language.
