Recommendation
That the minutes of the Special Electoral Area Services Committee meeting of July 17, 2024, be adopted.
The Public Input Period is to offer the public an opportunity to comment on an agenda item before the Committee considers the item. The Public Input Period Procedure Policy allows for an allotment of 15 minutes, where the speaker is welcome to comment on any item(s) on the agenda up to a maximum of 3 minutes. This excludes items that are or have been the subject of a Public Hearing. Input from the community is valued and appreciated. We request that input is presented in a friendly and respectful manner. Grant-in-Aid Request, Electoral Area C – Cobble Hill, Re: Duncan Cowichan Chamber of Commerce.
Recommendation
That it be recommended to the Board that a Grant-in-Aid, Electoral Area C – Cobble Hill, in the amount of $500 be provided to the Duncan Cowichan Chamber of Commerce to support year-round visitor services in the Cowichan Regional Visitor Centre.
Grant-in-Aid Request, Electoral Area D – Cowichan Bay Re: Cowichan Regional Visitor Centre.
Recommendation
That it be recommended to the Board that a Grant-in-Aid, Electoral Area D – Cowichan Bay, in the amount of $1000 be provided to the Cowichan Regional Visitor Centre (CVRC) to provide 2024 annual support for year round visitor servicing operations of the CVRC as one of five southern CVRD Districts.
Grant-in-Aid Request, Electoral Area A – Mill Bay/Malahat Re: Cowichan Estuary Nature Centre.
Recommendation
That it be recommended to the Board that a Grant-in-Aid, Electoral Area A – Mill Bay/Malahat, in the amount of $1000 be provided to the Cowichan Estuary Nature Centre to provide field trip and in classroom watershed education for school aged children in School District 79.
Grant-in-Aid Request, Electoral Area I – Youbou/Meade Creek Re: Cowichan Estuary Nature Centre.
Recommendation
That it be recommended to the Board that a Grant-in-Aid, Electoral Area I – Youbou/Meade Creek, in the amount of $1500 be provided to the Cowichan Estuary Nature Centre to fund restoration team and educators to provide programs focused on watershed education, ecological literacy outreach, and mentoring to school age learners.
Grant-in-Aid Request, Electoral Area I – Youbou/Meade Creek Re: Cowichan Stewardship Round Table (Cowichan Community Land Trust).
Recommendation
That it be recommended to the Board that a Grant-in-Aid, Electoral Area I – Youbou/Meade Creek, be provided to the Cowichan Stewardship Round Table (Cowichan Community Land Trust) in the amount of $3000, to support the work of the Cowichan Stewardship Round Table to bring awareness of the importance of celebrating and protecting the Cowichan River.

Recommendation
That it be recommended to the Board that Proposed Lot A in Subdivision Application No. SA23C04 (3370 Cobble Hill Road, PID: 009-463-330 and 009-463-313), be exempted from the minimum parcel frontage requirement in accordance with Section 512 of the Local Government Act.
Report from the Development Services Division Re: Application No. DVP23I03 (Lot 32, Miracle Close/PID: 016-771-702).
Recommendation
That it be recommended to the Board: 1. That Development Variance Permit No. DVP23I03 (Lot 32 Miracle Close/PID: 016-771-702), to reduce the interior side parcel line setback and the setback to a watercourse for the construction of a single detached dwelling and septic field, be issued.
Report from the Senior Manager, Inspections & Enforcement Division Re: Exemption to Noise Control Bylaw No. 3723.
Recommendation
That it be recommended to the Board: Subject to B.C. Ferries providing notice to residents and businesses on Thetis Island of proposed works and construction schedule for ferry terminal construction works, that sections 5.1, 6.1.2 and 6.1.3 to Noise Bylaw No. 3723not be enforced continuous from mid-October to the beginning of November for construction works proposed by B.C. Ferries to the ferry terminal located on Thetis Island.
Report from the Utilities Division Re: Inclusions into the Cobble Hill Village Sewer Services Area.
Recommendation
That it be recommended to the Board:
That CVRD Bylaw No. 4205 (Cobble Hill Village Sewer Service Establishment Bylaw, 2018) be amended to include the properties described in the Cobble Hill Village Sewer System Service Area Certificate of Sufficiency dated August 8, 2024.
That the amendment to Bylaw No. 4205 be forwarded to the Board for consideration of three readings and, upon payment of the capacity connection fees, for adoption.
Report from the Utilities Division Re: Inclusions into Mill Springs Sewer System Service Area.
Recommendation
That it be recommended to the Board:
That CVRD Bylaw No. 3711 (Mill Springs Sewer Services Establishment Bylaw, 2013) be amended to include the properties described in the Mill Springs Sewer System Service Area Certificates of Sufficiency dated July 16, 2024 and August 8, 2024.
That the amendment to Bylaw No. 3711 be forwarded to the Board for consideration of three readings and, upon payment of the capacity connection fees, for adoption.
