Report and Recommendations of the Electoral Area Services Committee Meeting of October 18, 2023 – Director Nicholson

Recommendation
Your Electoral Area Services Committee reports and recommends as follows:
 
C1    That a Grant-in-Aid, Electoral Area B – Shawnigan Lake, in the amount of $1,000 be provided to the Cowichan Missing and Murdered Women, Men and Children Society to support the fundraising gala “Lifting Spirits/Honouring Lives”.

C2    That a Grant-in-Aid, Electoral Area E – Cowichan Station/Sahtlam/Glenora, in the amount of $1,000 be provided to the Sunrise Waldorf Parent Association to assist in the contribution towards a playground structure for the School.

R8    1.    That the Certificate of Sufficiency, confirming that a sufficient petition requesting inclusion into the Lake Cowichan Fire Protection Service Area, be received.
         2.    That CVRD Bylaw No. 1657 (Lake Cowichan Fire Protection Service Establishment Bylaw No. 1994) be amended to include the properties described as: PID: 001-210-076, Plan 30889, Block A, Cowichan Lake District Lot 46 (Civic

R11    That a grant application in the amount of $210,000.00 be submitted to the Union of British Columbia Municipalities Community Emergency Preparedness Fund – Volunteer and Composite Fire Departments Equipment and Training for the purchase of fire department equipment, wildland firefighting equipment, and peer support mental health training.

R12    That a portion of the Growing Community Funds be allocated between the three-stream curbside collection trucks and Indigenous relations framework as follows:
1.    27% (or $1.5 million) for the three-stream curbside collection trucks; and
2.    3% (or $150,000) to initiate an Indigenous relations framework.

R12    That the Growing Community Funds Project report be referred back to staff, to report back to the Electoral Area Services Committee with further information on fiscal data regarding the impact to users and ratepayers on the Cowichan Community Centre roof replacement and the Stocking Lake dam replacement.

R5    That staff prepare a report that provides a comparison of building fees with other jurisdictions, and information on the preparation of realtor packages, for when the Development Services Fees Report is being presented.

Report and Recommendations of the Electoral Area Services Committee Meeting of November 1, 2023 – Director Nicholson

Recommendation
Your Electoral Area Services Committee reports and recommends as follows:

C1    That a Grant-in-Aid, Electoral Area C – Cobble Hill, in the amount of $500 be provided to the Cowichan Valley Hospice Society to support the Cowichan Hospice Donor/Community Appreciation Event and Fundraising Strategy.

C2    That a Grant-in-Aid, Electoral Area E – Cowichan Station/Sahtlam/Glenora, in the amount of $4,000 be provided to the Cowichan Green Community to support food security programs delivered by Cowichan Green Community.

C3    That a Grant-in-Aid, Electoral Area I – Youbou/Meade Creek, in the amount of $2,000 be provided to the Cowichan Valley Primary Care Society to support the start-up costs of the Cowichan Valley Primary Care Society in their efforts to create a multi-disciplinary health centre governed by this Society.

R3      1.    That 1st, 2nd and 3rd readings of Zoning Amendment Bylaw No. 4276 for Application No. 01-C-17RS (PID: 025-580-311 and PID: 002-315-408), be rescinded.
2.    That Zoning Amendment Bylaw No. 4276 for Application No. 01-C-17RS (PID: 025-580-311, PID: 027-050-572, and PID: 002-315-408), be amended and granted 1st and 2nd readings.
3.    That a public hearing be scheduled for Zoning Amendment Bylaw No. 4276 prior to consideration of 3rd reading.
 
R4      1.     That staff be directed to consult with electoral area advisory planning commissions on the topic of short-term rentals, and that staff review and provide recommendations to the Electoral Area Services Committee on potential amendments to short-term rental regulations.
2.     That staff prepare a report that outlines the Electoral Area “opt-in” provisions for short-term rental regulations from the Short-Term Rental Accommodations Act and report back to the Electoral Area Services Committee at an upcoming meeting.
 
CR3.

Report and Recommendations of the Committee of the Whole Meeting of November 8, 2023 – Director Morrison

Recommendation
R1    That a grant application in the amount of up to $150,000 be submitted to the Union of British Columbia Municipalities Community Emergency Preparedness Fund for Emergency Operations Centres Equipment and Training.

R3     That the 2023 budget for Function 426 – Cowichan Performing Arts Centre be amended for the inclusion of the $40,000 emergency capital purchase of a vertical platform lift, funded by the Capital Improvement Fund.

R4     1.    That staff organize a workshop for the CVRD Board on the topic of regional planning and growth management, including a presentation by the Province of BC on regional growth strategies;
2.    That municipal councillors be invited to participate; and
3.    That any costs incurred be expensed to Function 100 General Government.

R5     That  "CVRD Bylaw No. 4526 - Solid Waste Fees and Regulations Amendment Bylaw, 2023", be considered for three readings and adoption.

R6     1.     The CVRD send letters to each municipality seeking support for the reallocation of Online Accommodation Platform MRDT revenues to affordable housing; and
2.     Staff work with Tourism Cowichan Society to prepare a 2024 MRDT Tactical Plan and Budget that allocates Online Accommodation Platform MRDT revenues to affordable housing, subject to municipal support.
3.     That Staff work with Tourism Cowichan Society to explore options for increasing the annual grants for Visitor Centers in the region.

R10     That a Fireworks Discharge Permit for the Festival of Lights Celebration in the Town of Ladysmith at the Aggie Hall Ballfield on Thursday, November 30, 2023, 8 p.m. to 8:30 p.m., be approved.

Chair Stone, Pursuant to section 217 of the Local Government Act and section 131 of the Community Charter requires reconsideration of resolution 23-504 from the October 11, 2023 Regular Board Meeting: “It was moved and seconded that “CVRD Bylaw No. 4485 - Zoning Bylaw for the Electoral Areas (Development Permit Exemptions and Guidelines), 2023, be adopted”.
 

Recommendation
1. That the 3rd reading of “CVRD Bylaw No. 4485 – Zoning Bylaw for the Electoral Areas (Development Permit Exemptions and Guidelines), 2023”, be rescinded.
 
2. That “CVRD Bylaw No. 4485 – Zoning Bylaw for the Electoral Areas (Development Permit Exemptions and Guidelines), 2023”, be revised by substituting Schedule A with the Schedule A document attached to the October 18, 2023, staff report.
